Seeding is more serious if compared with downloading. It can be considered as illegal distributing files with the right to do it. I remember the case when a man from Belgium was fined 65000 euros. He shared a music album before the official date of release. Someone wrote about it in one of subreddits about Belgium. I believe that for torrenting in Belgium it’s better to use private torrent trackers and a strong VPN with shared IPs and IP leak protection. I am not for using free VPNs in such countries where internet users are monitored, they are likely to leak IPs and there is no difference whether you are with VPN or without it.

That’s why it is very easy to identify users downloading torrents. Users are also monitored from time to time, not speaking about DPI. They want people use legal streaming alternatives. If you don’t upload too much or don’t sell pirated files, they won’t care about you.

My friend was working at ISP company and hers is what he told me about torrenting in Belgium. Huge producers like sony sent e-mail letters to them. they informed them about downloads from their IP addresses. In case such customers downloaded more than 10 times, the users received warnings. I’m not sure if it is the same right now…. Now I download torrents without problems. I use PIA to unblock the pirate bay as it was blocked.
